In 2001, e-learning, as a part of the government’s e-Japan initiative, began to be introduced in universities throughout Japan. Now almost ten years later it is necessary to evaluate how successful this strategy has been by looking at the awareness and usage of e-learning at one small agriculture university. This was done by conducting a survey to gauge student, faculty, and staff awareness of e-learning resources and talking to people in different departments responsible for e-learning on campus. Coordinating Development: Can Income-based Incentive Schemes Eliminate Pareto Inferior Equilibria? AgEcon

Individuals’ inability to coordinate investment may significantly constrain economic development. In this paper we study a simple investment game characterized by multiple equilibria and ask whether an income-based incentive scheme can uniquely implement the high investment outcome. A general property of this game is the presence of a crossover investment point at which an individual’s incomes from investment and non-investment are equal. We show that arbitrarily small errors in the government’s knowledge of this crossover point can prevent unique implementation of the high investment outcome. We conclude that informational requirements are likely to severely limit a government’s ability to use income-based incentive schemes as a coordination device.

El reconocimiento de objetos dentro de imágenes se encuentra bien documentado en cuanto a la detección de rostros se refiere, de ahí que lo observamos en varios dispositivos como son camaras fotograficas, celulares e incluso televisiones inteligentes, pero hablando del reconocimiento de algun otro objeto ya sea fruta, plantas, animales entre otros; la situacion cambia drásticamente. Adaptation to climate change is a rapidly emerging policy domain. Over the last decade we have witnessed many attempts to enhance the climate robustness of agriculture, urban development, water systems, and nature to an increase in flood and drought risks due to a higher variability in rainfall patterns and sea level rise. In the vulnerable Dutch delta, regional authorities have developed adaptation measures that deal with flood risk, the availability of fresh water, subsidence, and salt water intrusion. RELEVANCE OF POLICY ANALYSIS: NEEDS FOR DESIGN, IMPLEMENTATION AND PACKAGING AgEcon

This article challenges the traditional model of the economist as a humble technocrat who simply provides analysis given the preferences of policy decision-makers. Since decision-makers rarely reveal their preferences, it is important that the would-be policy research/analyst know the political economy and be willing to identify potential performance goals for society. Researchers who are willing to incur the transaction cost associated with becoming involved in useful policy research must learn to work within the imperfect policy process. Policy research that considers the importance of implementation and that acknowledges the institutions and the history will have the highest chance of being useful to policy-makers.

Stationary Consistent Equilibrium Coalition Structures Constitute the Recursive Core AgEcon

We study coalitional games where the proceeds from cooperation depend on the entire coalition structure. The coalition structure core (Kóczy, 2007) is a generalisation of the coalition structure core for such games. We introduce a noncooperative, sequential coalition formation model and show that the set of equilibrium outcomes coincides with the recursive core. In order to extend past results to games that are not totally balanced (understood in this special setting) we introduce subgame-consistency that requires perfectness in relevant subgames only, while subgames that are never reached are ignored.

ABSTRACT The aim of this work was to evaluate the use of a water-retaining polymer on the initial growth of coffee plants for different levels of irrigation and types of seedling. The experiment was set up in pots with a clayey soil, in a greenhouse of the Sector for Coffee Production of the Federal University of Lavras, Brazil. The experiment was arranged in a randomised block design into sub-lots with three replications, giving a total of 48 experimental units.
