In 2001, e-learning, as a part of the government’s e-Japan initiative, began to be introduced in universities throughout Japan. Now almost ten years later it is necessary to evaluate how successful this strategy has been by looking at the awareness and usage of e-learning at one small agriculture university. This was done by conducting a survey to gauge student, faculty, and staff awareness of e-learning resources and talking to people in different departments responsible for e-learning on campus. Individuals inability to coordinate investment may significantly constrain economic development. In this paper we study a simple investment game characterized by multiple equilibria and ask whether an income-based incentive scheme can uniquely implement the high investment outcome. A general property of this game is the presence of a crossover investment point at which an individuals incomes from investment and non-investment are equal. We show that arbitrarily small errors in the governments knowledge of this crossover point can prevent unique implementation of the high investment outcome. We conclude that informational requirements are likely to severely limit a governments ability to use income-based incentive schemes as a coordination device. |

Adaptation to climate change is a rapidly emerging policy domain. Over the last decade we have witnessed many attempts to enhance the climate robustness of agriculture, urban development, water systems, and nature to an increase in flood and drought risks due to a higher variability in rainfall patterns and sea level rise. In the vulnerable Dutch delta, regional authorities have developed adaptation measures that deal with flood risk, the availability of fresh water, subsidence, and salt water intrusion. This article challenges the traditional model of the economist as a humble technocrat who simply provides analysis given the preferences of policy decision-makers. Since decision-makers rarely reveal their preferences, it is important that the would-be policy research/analyst know the political economy and be willing to identify potential performance goals for society. Researchers who are willing to incur the transaction cost associated with becoming involved in useful policy research must learn to work within the imperfect policy process. Policy research that considers the importance of implementation and that acknowledges the institutions and the history will have the highest chance of being useful to policy-makers. |

Managing large-scale water resources and ecosystem projects is a never ending job, and success should be measured in terms of achieving desired project performance and not just meeting prescriptive requirements of planning and constructing a project simply on time and within budget. Success is more than studying, planning, designing, or operating projects. It is developing the right plan, getting it implemented, and seeing that it is operated and performs properly. ABSTRACT The aim of this work was to evaluate the use of a water-retaining polymer on the initial growth of coffee plants for different levels of irrigation and types of seedling. The experiment was set up in pots with a clayey soil, in a greenhouse of the Sector for Coffee Production of the Federal University of Lavras, Brazil. The experiment was arranged in a randomised block design into sub-lots with three replications, giving a total of 48 experimental units.
